The "Procedure for Assessment of Conformity"(PVOC) implemented and enforced by the Tanzania National Bureau of Standards (TBS). All covered controlled products must be inspected, and the products must comply with Tanzania national standards and other recognized standards. On this basis, a product certificate of conformity (COC) will be issued. The program is scheduled to begin on December 31, 2011.

The Certificate of Conformity (COC) is a necessary document to ensure smooth customs clearance of goods. This certificate proves that the product complies with relevant Tanzanian technical regulations and national, regional and international standards. Failure to submit a certificate of conformity issued by an inspection agency may result in customs clearance delays or fines or even the goods being returned to the exporting country.

Goods exported to Tanzania need to apply for COC before export. If the goods arrive at the destination port after December 30, 2011, they need to provide COC for customs clearance. Otherwise, customers may not be able to clear customs smoothly.

Tanzania has implemented product compliance certification COC (Certificate of Conformity) since February 1, 2012, which is a pre-shipment inspection. All products listed in Tanzania's controlled catalog need to apply for COC before shipment, otherwise they cannot be cleared at the destination port. Different from the previous Tanzania shipping inspection, Tanzania COC needs to be applied for before shipment. Once the goods have left the port, the COC cannot be replenished. In addition, Tanzania COC also needs to submit product test reports and other information for document review. If the review is passed, pre-shipment inspection can be arranged and the COC certificate can be obtained.

Route A - Testing, Inspection and Certification

Products shipped need to undergo product testing and on-site inspection at the same time to confirm that the products comply with relevant standards, key requirements or manufacturer specifications. This certification route applies to all products exported by traders or manufacturers and to all trading parties. The Rout A certification process is listed below:

a. The exporter submits the certification application form (RFC)

b. PVoC Certification Body reviews certification application form/certification documents

c.PVoC Certification Body appoints designated inspectors to perform on-site inspections

d. Carry out bulk sampling testing

e.PVoC Certification Body issues final Certificate of Conformity (CoC)

 

Route B - product registration, inspection and certification

Product registration by the PVoC Certification Body provides a fast certification process for products of reasonable and stable quality. This approach is especially recommended for suppliers who frequently export similar goods. The product registration and certification procedures for Route B are as follows:

Route C – Product Registration

Only applicable to manufacturers who can demonstrate the implementation of a quality management system during the manufacturing process. The PVoC Certification Body will review the product's production procedures and register the product
